Siam Chemical Industry Attains Internal Compliance Program (ICP) Certification for Controlled Materials

The company has successfully met the requirements of the Basic Level assessment for its Internal Compliance Program (ICP) pertaining to controlled items in the context of national security regulations. This achievement was attained during the initial 2023 assessment (Class 2), as outlined in the Department of Foreign Trade’s “Internal Compliance Program: ICP for Controlled Items Act 2021.

“I am pleased to announce that Siam Chemical Industry Co., Ltd. (SCI) has received the certificate for the organization’s successful compliance assessment in the Internal Compliance Program (ICP) for Items in Relation to Proliferation of Weapons Mass Destruction (WMD) Basic level from Director-General of Department of Foreign Trade, Ministry of Commerce in August.  

Obtaining this certificate marks the initial step towards gaining global recognition for the safety and legitimacy of our products – underscoring their clear separation from any association with sensitive concerns, including WMDs. 

I would like to thank all people involved in this evaluation for allowing us to achieve the new standard in the first try of our assessment. Though we had limited time to prepare documents and information before the submission to the Ministry of Commerce, we were able to accomplish this success through the hard work of all parties. I am proud of all of you. “

On August 25, 2023, Mr. Chonlatid Na Phatthalung, Director and Factory Manager, represented SCI at an event where they received a Basic level Certificate, along with 30 other organizations, for successfully meeting the ICP evaluation criteria.

What is ICP? 

The Department of Foreign Trade released an updated notification outlining criteria for the Internal Compliance Program (ICP) in 2021. This enhances the monitoring of dual-use items (DUI) under its supervision, contributing to more efficient control of products associated with Weapons of Mass Destruction (WMD) proliferation.  

This consists of 6 criteria: 

  1. System of responsibility and assignment of administrative duties (Commitment management)  
  2. Usage and final user verification system (Trade screening)  
  3. Training system (Internal training)  
  4. Data and document storage system (Record keeping) 
  5. Inspection and improvement system (Auditing and improvement)  
  6. Reporting system (Reporting) 

Application for assessment of ICP is divided into 3 levels: 

  1. Good level (Basic: B): The organization submits complete documents and information for at least 2 out of 6 criteria. 
  2. Very good level (Intermediate: I) The organization submits complete documents and information for at least 4 of the 6 criteria. 
  3. Complete Level (Total: T) The organization submits complete documents and information in all 6 criteria. 

 

What to Expect in the Future 

The company will maintain standards and develop the ICP work system to the next level in order to control products pertaining to WMD effectively. SCI commits to operate the business based on the principles of law compliance and counter-terrorism to comply with the DIC Group Code of business conduct.
